Refuse being left by bin men

Number 15 has scaffolding up so access to basement bin areas is restricted. Residents are instead using bin areas at 13 and 11. However bin men are leaving some bagged rubbish behind in and around bins. Please ensure that all bags are collected and dustbins are emptied properly.
