Daily cycling on the pavement

Every morning and evening lots of people - both school children and adults - cycle on the pavement on the bridge and surrounding area. Some cycle very fast and I have witnessed a number of near misses with pedestrians. This has been going on for well over a year since I moved to the area and the number of people who correctly cycle on the road are very much in the minority. It would be great if the council could liaise with the police to try and solve this matter. On a related note, almost nobody I see cycles with a helmet which would explain a reluctance to cycle on the road. For the kids in particular a special assembly would seem to be in order.
