Persistent dog fouling outside 3/5/7 Helmshore Road BB4 4BG

I am a resident on Helmshore Road, Haslingden BB4 4BG. I am consistently having to pick up other people dog muck from outside my house. There are no 'anti dog fouling/penalty' signs and I think this would be a good starting point, to remind these irresponsible owners that they are breaking the law.

The problem has not been fixed. I've had no contact from the council either. Very poor.
