Recycling bins not emptied

We were given in writing an exact date for the change of day in our recycling collections, starting on Wednesday 15th February. the collection did not take place. An attempt to report this to the council failed as the website thinks that there will be a collection next week. According to the written information, the next collection however should be on 29th February. Should we leave our recycling boxes on the wall on the off-chance that they will be collected, thus also risking that wind and vandalism will create a rubbish problem?
