household rubbish

dear sir \ Madam ,a lot of people ( probably cleaning ladies who have not been told ) put their daily rubbish out in bags by the lamp posts - this encourages others to follow suit and of course,passers by feel no shame in then dropping off their finished can of drink or coffee carton on top !! we already have a big mouse problem in these houses and in any case it completely lowers the tone of the street . for all that it costs to live in this area it sometimes looks like a squat . More should be done to enforce such an obvious example of something that affects everyone . I feel sure it is mainly the many people who rent who are to blame as they have no interest in the area as they have no investment in it - can you not penalise the owners of rental properties so that they will take more care in informing there mostly foreign tenants of the rules . Thank you

this problem is still as bad as ever. in particular the residents of numbers 30, 13, and eight Elvaston place regularly leave their bags of rubbish on the street at all times of the week.
