Parking in a cul de sac

Two neighbours in our small Close/Cul de sac (Cholsey Close) each own THREE cars but due to extensions of their properties they are only able to park one car on their shortened drive ways - leaving two cars and two work vans parked inconsiderately on the small cul de sac. One of these vans is a Wirral Borough Council van. The problem is that the cars and vans make it very difficult for other residents to reverse out of their driveways and it is difficult to manouver past the double parked cars/vans. Their is ample parking space on the main road at the end of the Cul de sac. The refuse collectors can not reverse down the cul de sac. Last weekend an emergency ambulance attending an emergency on the close had to park on the main road. The problem could be resolved by restricting parking in the cul de sac turning circle at the head of the close and only allowing parking on one side of the road elsewhere. And why is a Wirral Borough Council van permanently parked in our street?! I hope Ealing council read this report. This situation occurs in my close, people find it difficult to turn round in the circle when there are cars parked on both sides, vehicles often have to reverse out into the main road. This close is not fit for purpose.
