Offensive graffiti and awful site

Where one of the old mill buildings has been demolished next to the Village Inn pub there is graffiti on one of the walls, not entirely visible from a car, but it you're walking on Britannia Street you can see it in great big letters and it's potentially offensive. What's happening with this site? it looks awful, there's always stuff dumped on it and there's always rubble spilling onto the pavements and roads.
