Legal speed past a Primary School

It is perfectly legal to drive any vehicle past Llanrhuddlad Primary School at 60 m.p.h. Why? The Local Council say that it is the Welsh Assembly have the power to impose the speed limit, thay say its is the Westminster Government, who in their turn say it is the Local Council. The children are at grave risk due to the stupidity of those supposedly who have the authority
