Water leak across footpath

There's been a water leak across the footpath by the canal for at least the last 12 months - it runs continuously from a shed by the path. I'm not sure who's problem it is, but it ought to be sorted out, because its such a waste of water.

The water leak still exists, but I've received no feedback indicating if anything is going to be done about it. Its a complete waste of water.
