Rubbish aggregation

I live at 175 Anthony Nolan Road, and recent have been getting increasing problems with overfilled bins blowing over having been left curbside and all the rubbish blowing down the street and accumulating in mine and next doors garden. I throw out less than a quaternary of a refuse bin a week of my own waste and am finding myself increasingly filling my bin with the stuff that collects in my garden. I'm not really sure the best way to go about sorting this and would approciate the councils aid.
