Cigarette stompies/smoking

I take my six-yr old to this school each day, and there are always a number of parents smoking by the entrance gate. It is impossible for non-smoking adults and child like me and mine own to enter/depart the school without breathing in cigarette smoke. Additionally the cigarette stompies are continually dumped on the sidewalk by the entrance gate. Isn't that illegal? Why should schoolchildren have to breath smoke whenever attending primary school?

Although parents smoking on the sidewalk next this primary school are not technically on school grounds, it is impossible for adults and children to enter/exit the school without inhaling 7 or more parents' worth of cigarette smoke. The principal said he can't do anything...
