Black bags

Sent to Cardiff Council less than a minute later

Outside No 26 Railway street are black bin bags which the residents put out regardless of when a collection is due. This is a hazard for pedestrians and for everyone on the street as the bags are sometimes there for two weeks and are often opened by seagulls etc and the contents spread all over the street.
