Car abandoned

There has been a skoda car abandoned in the car parking spaces for the last two months with a flat front tyre, now another car has appeared next to it for the last five weeks, both cars have been on neighbours drive as he is a mechanic and have since been left in parking spaces outside my home so i have to park on the grass verge and any visitors can not park.
