Cars park on grass

Although there is plenty of space in the area, cars park on this grass area. I don't believe this is legal, but nothing is done about it. It is now an unpleasant mud bath / eyesore rather than the nice green area it used to be. My neighbor even used to have picnics there with his children. Not anymore. Noone wants to say anything in case of a bad reaction.
