Continued dumping of rubbish into watercourse

The previously reported problem of rubbish being dumped into the watercourse that my animals drink from, is still continuing.

Updates
Initial buck passing, then an actual visit from the correct person who could do...............nothing.
What do I pay tax to the council for? streetlights....none
local services........none
police........never available, but I did see one driving down the main road once.
Emergency services, fortunately we haven't needed them, let's hope they are there.
Refuse collection. We recycle & compost most of our rubbish on site at home, but they do remove a bag of non recyclables every week for us.
A bit of an expensive service that.
