Car parked on pavement all day on shad thames

Car LK06DHM has been PARKED ON THE PAVEMENT OUTSIDE 50 SHAD THAMES ALL DAY, completely blocking the pavement whilst being charged with electricity through a cable hanging down from 2 or 3 floors above it.
