Motorbike obstruction/street clean

There is a motorbike being parked on the pavement. It is locked around the telephone pole outside no 9 Canonbury Road. It is causing a problem to pedestrians and for people parking their cars but also, when the street cleaner attended last week he could not get past because of the bike and as such just turned around. Therefore this side of the street did not get cleaned past the pole which is clearly unacceptable. I can also confirm that he did not come in from the other side of the street to carry out the clean.
