Motorbikes at speed in park

Two smallish very noisy motorbicycles ride at 40mph around the park on most days. They are noisy and dangerous. One day they will cause an accident.The Police have been aware for two years. Rumour has it the riders have been excluded from Hazelwick School and their identity is known so.. what is happenning??

The problem was acknowledged by the council. The council emailed me a rather large document in which each incident could be recorded ... No other contact, but recently the problem seemed to have stopped happening.
