Double Yellow Lines

Why have there been double yellow (no parking) lines outside the non-existent entrance to the demolished Cowes Health Centre for the past 5 years since redevelopment?

The problem of non-essential yellow lines has not been resolved (as they are still there)but at least we have an answer that a bureaucratic process needs to be gone through before any resolution!
