Dog Mess on the pavement

I regularly walk along New Road and many of the surrounding roads with a pushchair. The number of times I have arrived home to find dog foul on the tyres of my pushchair is beyond acceptable. Can the council please put some notices up and also provide special bins to make it easier for owners of dogs to dispose of their dog's mess? Thanks
