Persistent Fouling

The bridal path between Church Hill and Paradise close is clearly signed to warn people not to allow their dogs to foul the footpath etc. As this path is used by many people it is being spoiled by the few who persistently disregard the notices, even allowing their pet to foul the path directly by one of the notices near the top of the path. Can something be done to deter the animal from acting on impulse, is there nothing the council can spread along the edges of the path to repel this disgusting mess.
