Dumped rubbish

The area highlighted on map, is being used by local residents to dump unwanted white goods, paving slabs, and general rubbish. Unsure who this area belongs too, but upkeep is very poor, and weeds, grass, nettles and bushes are left to grow wildly! Because area is left unattended, kids play in this area, messing about with rubbish, braking glass bottles, and tearing down the fence! It's a total eyesore, and neighbors have mentioned that mice/rats have been seen, we do not want them entering our house's. Is there anyway this could be cleaned up and kept tidy? Or owner's made to take responsibility for this area? Hope you can help!
