Dog fouling

Yet again there has been some inconsiderate dog owner allowing his pet to foul on the pavement in the same location i.e MY GATEWAY! Please find the dog owner and council him before I do!!!This problem has been reported on numerous occassions and is costing you the council money by having to send out the street sweeper to clean the pavement.I am sure this is happening at night ready for the children to trapes through it on there way to school.Maybe some surveillance is needed to cath the culprit then a massive fine to remind him/her that it is illegal to allow your dog to foul on the pavement and not pick it up and dispose of it correctly.
