Persistent dog mess

I am fed up with cleaning dog mess up from the pavement directly outside our property. This has been happening for some time now, even our friends are commenting about the mess everytime they vist. The problem is, dog owners are becoming crafty and walking their animals very early in the morning and very late at night so as not to be seen. We do not own animals ourselves (as we both work)and feel very cross when we step outside our front gate and see the mess which I am fed up with having to clean. Surely there is something that can be done to catch these people. How about a CCTV camera or a £100 annual fixed dog licence, maybe that would deter people from flouting the law.
