Road surface full of potholes

A pothole was filled ina very shabby way and is already falling aprt and the hole is reforming. the debris is constantly being thrown at my car and is causing a significant amou nt of damage. can the road surface not be repaired properly instead of the amateurish hotchpotch that has been done so far

the footpath on either side of the avenue needs repairs as well with paving slabs loose and in a dangerous condition especially for the many elderly who live in the area
