The car has been dumped on the hard standing for at least 3 months. DVLA register the car as SORNd I don't believe where it is is off the road

If it is on hard standing that would imply that it is off the road. Who owns the land where the vehicle is parked? And do they have the land owners permission for it to be parked there?
The vehicle is showing as having no policy of insurance in force, so depending on its location could possibly be seized under section 165 of the Road Traffic Act.
They key really is to find out about the land that the vehicle is parked on.
Just for clarity, confirm we are talking about a red Toyota.
