Lack of refuse collection

We had our recycling bin stolen from the pavement outside our house 6 weeks ago on collection day. We have reported it twice to the council who, on both occasions, have promised to send us a new one. We have received nothing as at 29/02/08.
The last two weeks, we have placed our refuse on the pavement directly outside our house and experienced our bins and recycling bags being thrown / dragged down the hill and the contents dispersed onto the pavement and roadside. We picked up most of the rubbish in the immediate vicinity but other matter had been blown down the street. This has been there for over a week now and has not been cleared. As a result we put our refuse for this week at the very end of our drive, keeping it just off the pavement and hopefully outside of harms way. However, this resulted in our recycling bags being successfully collected, yet the food waste and cardboard placed immediately beside it was left uncollected. Therefore, please can you arrange for
1) a new recycle bin to be delivered
2) collection of our food & cardboard waste
3) our street to be cleaned
4) our waste to be taken from the end of our drive situated immediately beside the pavement. If this is not acceptable, then please advise on the best course of action.

I received a confirmation e-mail from fixmystreet immediately following the logging of my issue. However, we still have not received a recycling bin and our road has even more rubbish deposited on it due to lack of general cleaning. On a positive note, our house refuse was cleared this week.
