Unlicenced tipping

Owner Clived Payne of 24 Central ave Cefn Fforest Blackwood(director of celtic minerals senghenydd ltd) Is allowing tipping of waste on the former colliery site. There is no planning permission for this kind of waste. The site is not secured which allows vehicles to enter and flytip.
