Culdersac parking problem

The next door neighbour keeps parking her six cars daily like this.i have lived here thirty years without a problem but this is now unexceptable causing huge distress.we can nolonger turn round and i have already backed into one car which can be expected as its limiting my ability to get out. i have called police yet they say its down to council as no laws are in place. please help asw not only is it inconciderate but it will only lead to more veihcles being damaged for lack off space
