Hedge over the pat

There is a house on the corner of Phyllis and Rosalind that has a hedge thae covers the path by about 12', this in turn makes you walk into the road, I nearly got clipped by a cr last yr, this has been reported to the council who told the pwner to sort it, but he ignored it, as the weather is warming the hedge will only get bigger..
