Car registration number plate: l447 bbj

Since late november early december a red mercedes with the registration number plate:l447 bbj has been abandoned in the car park in canterbury road. the front left light of the car has been smashed. the car has not moved at all and it's so frustrating for myself and my wife who live in the street and can't always get a space because at least one space is being taken up by this car. i do hope you can help.
