Double yellow lines

Please can somebody advise if we have doouble yellow lines how and why the resident with the renault thinks it is acceptable to park her cars along there - not disabled in any way....and this causes problems for incoming and outgoing traffic. The Police have done nothing!! Everybody else uses allocated spaces stec, but maybe they are just exempt!!!
