Constant dog fouling of footpath

Some one the near area is allowing a dog to foul the footpath. This problem is constant and occurs during the late hours of the evening. Children are known to be walking into the mess on their way to school the next day causing health problems and distress to the Parents. Please help to solve this dreadful state.
