Persistant problem with Dog fouling

We are constantly having to clear dog/animal mess from in front of our house on Maryland Walk, Popham Street. We have tried various deterrants but nothing has worked. We would like it cleared up, or preferably, to find out who is allowing their animal to do this and ask them to clear it up. There are young children who visit the house next door to us and it is not hygienic or safe for children to be around.
