Far too bright

The lights outside my house are far too bright, how is someone supposed to sleep with the room so bright.and that light shining in ? I have asked the coucil twice to fix this and two years on im still waiting,

still no contact from the council, ive waited years .. for this to be fixed and now im still waiting
