Wheelie bins obstructing pavement

The occupant of 15 Glebe Park leaves all three of their wheelie bins out on the street 24/7. This causes a severe obstruction in what is already a fairly narrow street.

They should be told to move their bins into the confines of their garden like everyone else does.
