Partial Pavement Blockage

The owner of the opticians shop in adjoining Rusholme Gardens has affixed with chain & padlocks a large metal frame with a notice about his business to the Lighting pole. This obstructs the pavement quite substantially. A poor-sighted person, or perhaps pushing a pram, or in a wheelchair may be in difficulty. Perhaps the street manager should investigate.
