Car Parked on Birchdale Road

A Mini, Registration: R918 UOH has been parked on Birchdale Road for three weeks. It hasn't moved, it is a real annoyance as there is very limited parking at the best of times. I'm not sure if it has been abandoned as it is in good condition, up to date tax etc. But it is not fair on every one else as it is taking up valuable space, they should put it in a garage if they are never going to drive it!
