Parking on street corners

The junction is on a blind bend and I've had a few near misses pulling out from Vicarage Road to Devon Road. However there is often a gas van or white transit parked right on the corner which makes the junction even more dangerous. I'm often having to reverse back into the main road to round the corner. The junction is "protected" by solid white lines, but these are ignored. Can you enforce the lines or upgrade them?
