Rubbish/soil/rubble dumped in alley way

I am fed up of cleaning the alley way that leads to the rear of my property, i have even put a padlock on the gate to prevent youths using it as a short cut through the backs of the houses. i cannot clear the rubbish piled into the alcove as it is mainly compacted rubble and earth but because of the height of it you can easily climb the fence into my garden and i need it clearing away

No one has even come as far as i am aware to even look at the problem
nobody has even come and looked at it, its still exactly the same way 12 weeks later!
