Fence + damaged 'box'

Two fence panels blew out over a week ago and have been lying on the pavement since. This is a council owned property.

There is also an electrical box which was damaged in a car crash over 2 years ago that is still lying on its side on the pavement. I am not sure who is responsible for this but it has been an eyesore for some time.
