Why is it that this morning I put my red bin out only to come home to 2 black bags that had been taken out? My bin was full of course but not over full and the lid was closed tightly shut. So now I have a half full bin with another week before it's emptied again! Why would the bin men take bags out? Our back alley is always a disgrace so why take bags out of bins and leave out only to make matters worse? I just can't believe the mentality in this.

It's not happened since with my bin but I do notice other residents have bags left at the side of their bins.
