Screaming druggies at night

There is a kick centre in front of our house and its a flat. Its very annoying as they always seem to be awake and scream their lungs out of the window. Usually there's someone shouting theirs someone standing outside yelling their names ''David!!'' Repetitively, they keep yelling their names. They always yell at eachother, break up with their girlfriends etc. One day I was watching tv and I suddenly heard a big bang sound. I look outside and see a smashed tv on the floor outside the kickcenter building, probably thrown out of their window. This could easily kill someone, seriously. There was even one day a old lady walking past the building and they actually threw something that landed on the poor old lady's head. She got help in the end. Another day we saw a DEADlookingBODY in the middle of the road which was probably someone who was kicking off drugs or alcohol. This getting crazy as we live in a neighbourhood with kids playing around every day.
