Parking bay suspension in St James' Avenue

Hi there,
I'd like to report that a parking bay has been suspended in St James Ave. Kemptown which is not clearly signed and looks to be unenforceable. My flatmate's car was towed from the area yesterday, and after looking at the site I noted that:
There is no marking on the ground or otherwise displaying the start and finish of the suspended bay, just a tatty correx sign with two arrows and "5m" written to denote 5 metres each way, itself positioned on a post under a load of scaffold so not particularly visible.
The reason cited on the correx sign is "Skip". There is not, nor has there been, a skip throughout the duration of the building works. The builders use the suspended bay to park their work van.
There are no cones or other hi-vis obstruction to show the area of the suspended bay, simply a load of planks, tyres, crates and other potentially dangerous building detritus.
I have pictures of the site at home, including the materials left on the road and the building contractors using the suspended bay to park in, but won't be able to send them over in time for you to have them before the bank holiday weekend. Can I request that somebody attend and look at the site, and clarify to me the legality of towing a car from this site, and monitor the building contractors at work who are a) not using the suspension for what it was applied for and b) providing an active hazard to the public by littering the highway with building materials.

Suspended bay status was revoked. I was informed that Brighton & Hove do not bollard/no parker off suspended bays, but a day later they did just that.
We appealed on the grounds that information was not displayed correctly, not feasible to follow for the public (unless members of the public carry tape-measures about their person) and because the information the man who got in contact with me sent conflicted with what happened on site (told us that B&H CC do not put no parkers out for suspended bays - then no parkers appeared).
Have currently been waiting 50 days for a response on the appeal but nothing has arrived and nothing has been received to say the complaint is being processed or looked at.
