Re Cigarette butts

There is a real problem with smokers littering with their cigarette butts outside the betting shop. Depsite the betting shop having a facility to dispose of butts most customers just litter the path outside the shop, the same applies to Cutlacks where their staff smoke on Romsey Terrace and litter the street. Could these companies be made aware of this or fined?
