Wheelie Bins left on the Pavements

I have reported to the Council on many occasions over the years, about, up to 20 Wheelie Bins,[Blue,Brown,Green and Grey] being permanently left out on the pavement belonging to Nos.11,13,18,16,and 14 Clifton Road. I have had one visit from the Council promising me they would take the appropriate action, but nothing has changed and the bins are still there on the pavement. As all the houses concerned are multi-occupancy I have made a suggestion to the Council visitor, that his best option would be to contact the landlords of the offending properties, but, alas, it seems he has failed to do so. The residents of Nos 1,3,5,7,9,2,4,6,and 8 have all remarked to me about how unsightly and anti-social the bins on the pavement are.
