Obstructive parking

An orange Astra estate (registration SA58 DXG), markings like a motorway maintenance vehicle, has started parking on the footpath outside properties on Kingsway on evenings & weekends. Firstly, they are parking on and obstructing the footpath for pedestrians. Secondly, they are making it difficult for residents to reverse off their drive onto what is already a busy road.
