Dog being left to wander the streets

There is a dog belonging to 12 Blakestones, a greyhound type dog who wanders the streets and fouls wherever it pleases. There are signs clearly stating "all dogs must be on leads" but this dog is just let out while the owner stays inside the house.

The dog is still being left on its own outside where there are cars driving past. It is not safe for a dog to be on its own. This dog never gets taken out on a lead for a walk. I now know all the neighbours around the area have had enough of the dog being left to wander round and fouling wherever it pleases. The owners garden is probably the only place in the area that is not affected by fouling.
