Vehicle parking dropping oil

A car has been parking for quite a long while, at least since Dec 2009. Not every day but most dropping oil,we have tried council, local police to no avail, as neighbourhood watch co ordinator please can you help.....I have been asked to clear the problem but no one seems to be interested
