Herculaneum Steps

I cycle to work, a voluntary position at Garston Citizens Advice Bureau. I use the Herculaneum steps at the end of Grafton Street to access Otterspool Promenade that I use as far as Grassendale. I am disgusted at the irresponsible dog owners that also use the Herculaneum Steps, the steps and their access pathways are a veritable dogs midden. Is there anything that can be done to stop these people allowing their dogs to foul; it can only be 3 or 4 local owners but when a dog fouls twice a day 7 days a week you will appreciate the mess. CCTV perhaps or morning and evening visits by the dog warden or environmental health?
